Cline CLI 3.0.69 fixes Windows MCP startup and custom Anthropic gateways while adapting reasoning levels for Kimi K3

What changed

Cline released CLI 3.0.69 on October 7 with compatibility fixes for agent workflows. MCP servers launched via npx or uvx on Windows now get a 10-second startup window instead of 3 seconds, reducing silently missing tools. Claude behind custom Anthropic base URLs such as Azure AI Foundry or corporate gateways no longer fails with 400 errors, and the CLI maps requested reasoning levels to supported values for models such as Kimi K3. The release also fixes OpenAI-compatible provider warnings, unknown finish-reason recovery and JSON config output.
