LiteLLM 1.104.0 hardens proxy security by rejecting empty or known master keys and adding breached-password detection and forced resets

What changed
LiteLLM released v1.104.0 on October 3 with a strong focus on proxy authentication and credential safety. The proxy now refuses to start when the master key is unset, empty or publicly known, while password policy gains breached-password detection, self-service password changes and forced resets for breached or administrator-set passwords.
