Transcend launches Rails, an agent policy-as-code layer that allows, denies or escalates actions before they happen

What changed
Transcend launched Rails on October 5 as a runtime agent policy-as-code layer for enterprise AI. Teams define business rules in plain language and Rails evaluates proposed actions before execution, returning allow, deny or human escalation decisions while maintaining ownership, audit trails and a kill switch. Transcend says the layer works across stacks including Claude, Cursor, Bedrock/AgentCore and Snowflake Cortex and can enforce policy around inference, tool calls, network use and memory. Rails is already running with selected production customers while a 30-day trial waitlist is open. Vendor performance and savings claims are not independently verified here.
